Local Governing Body Membership Information

Des Callaghan – Chair

Des is Headteacher of St. Bede’s RC High School which was judged ‘good’ with ‘outstanding’ features in its last Ofsted. Since 2009 he has played a leading role as Chair of the EIP, which enables schools to work in partnership to raise achievement across the borough. Des is also Chair of the Education Partnership Multi-Academy Trust which successfully opened an Alternative Provision Free School in September 2013. He is member of the Schools Forum and a Head Teacher Associate for the Catholic Diocese of Salford. Des also works as a management consultant in the private sector.

Daniel Milton – Vice Chair & Safeguarding Governor

Daniel is Deputy Headteacher of St Bede’s RC High School. He has undertaken a number of roles and responsibilities at St Bede’s including the leadership of the school’s Senior Pastoral Team, Assessment and Reporting and the later stages of the Building Schools for the Future project. For the past two years he has been the strategic lead for curriculum design, timetable and the school budget. He is currently studying for his NPQH qualification.

Claire Holgate – Governor

Claire was appointed as Head Teacher of Lowerhouse Junior School in 2013 when it had just been placed in Special Measures. In just over a year it was judged to be a ‘good’ school by Ofsted. Claire has also worked with other schools in the local area requiring support on an advisory basis. Claire graduated from the University of Central Lancashire with a Master’s Degree in Education Management in 2008

Sharon Roscoe – Governor

Sharon is Chief Executive of the EPT and project managed the successful opening of The Heights Alternative Provision Free School and Eden School. She is Vice Chair of the governing body for St. Barnabas & St. Pauls’ CE Primary School. Sharon worked as Strategic Manager (Operations) for CXL and Area Manager for Connexions Lancashire Ltd. She graduated as MBA in 2011 from Lancaster University.

Steve Wilson – Governor

Steve is a Governor on the Board of Coal Clough Academy. His day job is as Headteacher of Pendle Vale College in Nelson for over ten years, which was judged to be ‘Good’ by Ofsted in December 2016. He is also on the Governing Body of Barrowford Primary School and The Alternative School (TAS). He has taught in three Pendle schools, Primet High School in Colne (13 years, 12 as Head of Maths and two as Assistant Headteacher), Mansfield High School in Brierfield (6 years, 5 as Deputy Headteacher and 1 as Acting Headteacher) and 10 years at Pendle Vale College.

Caroline Howarth – Governor

Caroline is the Head of Human Resources at the Education Partnership Trust. Caroline has worked within the education sector for just over 4 years, previously working for over 11 years within senior management in a large private sector organisation. Obtaining her Post Graduate Diploma in Personnel Management & Development in 2013 alongside her Chartered status CIPD professional membership, she has played a strategic part in the successful role that HR plays within the EPT.

Asad Mushtaq – Governor

Asad has been Head of Finance at Burnley Borough Council since January 2017, overseeing the organisation’s finances as Chief Finance Officer.  Prior to this he was Finance Manager at Westminster City Council and Senior Accountant at Oldham Metropolitan Borough Council, working with local schools in the area as part of the Private Finance Initiative (PFI) scheme.  He is a qualified accountant and has been working in local government since 2006.
